Operationally, Type 094 submarines are believed to operate from the Yulin Naval Base on Hainan Island, providing direct access to deep waters for deterrent patrols. While not available for export, defense analysts estimate each Type 094 submarine costs between USD 750 million and 1 billion, depending on configuration and missile complement.
