New Zealand Defence Force Enforces UN Sanctions in East Asia

The New Zealand Defence Force (NZDF) deployed naval and aerial assets in East Asia as part of Operation Whio to strengthen enforcement of United Nations sanctions against North Korea.

During November, HMNZS Aotearoa, a Royal New Zealand Navy replenishment vessel, and an RNZAF P-8A Poseidon maritime patrol aircraft operated across 410,000 square kilometers in the East China and Yellow Seas. The mission monitored North Korea’s nuclear weapons and ballistic missile programs under the broader Pacific Security Maritime Exchange (PSMX) initiative.

HMNZS Aotearoa, supported by an embarked SH-2G Seasprite helicopter, intervened in two suspected illicit ship-to-ship fuel transfers. The vessel identified seven ships of interest, hailed 49 merchant vessels, and issued 79 deterrence messages. During the patrol, the ship was shadowed by seven People’s Liberation Army Navy vessels, which maintained professional distances.

The Poseidon aircraft observed five ship-to-ship transfers, flagged 59 vessels of interest, and broadcast 19 deterrence messages.

NZDF operations were conducted alongside allied forces, including Canada’s HMCS Max Bernays, France’s FS Prairial, and Japanese ships JS Maya and JS Hamana. The deployment also supported at-sea refueling for Australia’s HMAS Brisbane and U.S. ships USS Shoup, USS Robert Smalls, and USS Milius.

Commander Rob Welford of HMNZS Aotearoa said the deployment highlighted the professionalism and commitment of NZDF personnel in upholding international maritime law. Air Component Commander Air Commodore Andy Scott added that the mission reinforced New Zealand’s ongoing commitment to regional security and UN sanctions enforcement.

The operation underscores New Zealand’s role in collaborative maritime security in the Indo-Pacific, demonstrating the capability to monitor, deter, and respond to illicit activity in key international waterways.
