The Department of War has launched the Secure Space Network, a nationwide effort centered on approximately 50 mobile Sensitive Compartmented Information Facilities, or SCIFs, designed to give more defense companies access to accredited environments for classified development and collaboration. Why SCIF Access Matters to Defense Contractors

A SCIF is not simply a secure office. It is an accredited environment designed to protect Sensitive Compartmented Information through controlled physical, technical and operational security measures.

The Office of the Director of National Intelligence states in Intelligence Community Directive 705 that SCIFs must comply with uniform security requirements and be accredited before they can be used to process, store, use or discuss SCI.

That requirement creates an important distinction for the Secure Space Network. The initiative is not simply about placing secure-looking containers or offices around the country. Each facility must satisfy applicable security requirements and undergo the appropriate accreditation process before classified activity can take place.

ODNI standards also provide for reciprocal use of properly accredited SCIFs across Intelligence Community elements when applicable requirements are met without waivers.

This makes accreditation and standardization central to the value of a distributed secure-space network.

Mobile Infrastructure Could Change Where Classified Work Happens

The most significant operational feature of the program is mobility.

A conventional permanent SCIF ties secure work capacity to a specific building and location. A mobile facility can instead be positioned closer to a military installation, technology cluster, supplier or specific development activity.

That flexibility can be important when a defense program moves from early technology development into classified engineering, integration or testing.

The congressional record has already identified mobile SCIFs as useful where secure space must be deployed rapidly or where constructing permanent facilities is impractical. A House Armed Services Committee document also noted that mobile facilities can be particularly useful for temporary missions and certain forward-deployed requirements.

The Department of War’s new initiative therefore addresses more than physical distance. It potentially changes the economics and timing of entering the classified portion of the defense acquisition process.

Earlier Federal Investment Created a Foundation

The Secure Space Network also fits within a broader effort to expand shared classified infrastructure.

The FY2026 mandatory funding allocation plan identified $100 million for development of shared secure facilities for the defense industrial base. The funding plan described work through the A&S Secure Space Initiative and the Defense Innovation Unit’s Classified Infrastructure as a Service effort.

The plan identified support for facilities and infrastructure in locations including New York City, Rapid City, Huntsville, Charleston, Seattle, Tampa, Pittsburgh and Columbus. It also included support for mobile and modular SCIF prototypes and enhanced mobile SCIF and cloud capabilities.

This indicates that the new network is part of a broader federal effort rather than an isolated construction project.

Congress has also examined the difficulty of accelerating private-sector SCIF construction. A 2025 congressional record directed the Defense Department to brief lawmakers on the feasibility of faster SCIF construction, including current approval timelines, policy barriers and options for parallel processing of facility construction and technology deployment.

Acquisition Implications for Small and Non-Traditional Suppliers

The strongest potential effect of the Secure Space Network is on companies that sit outside the traditional defense prime contractor structure.

Large contractors generally have established security organizations, cleared personnel and classified facilities. A smaller technology company may have an important capability but lack the infrastructure needed to transition from an unclassified demonstration to classified government work.

The Department of War explicitly frames the initiative around expanding the supplier pool and increasing competition across the industrial base.

This matters because access to classified information can become necessary at several stages of defense development. Engineers may need to work with classified threat information, government teams may need to exchange classified requirements, and integration activities can involve information that cannot be handled in an ordinary commercial office.

Providing secure workspace closer to technology companies could reduce one of the physical infrastructure barriers between commercial innovation and classified acquisition programs.

Security Requirements Will Remain a Major Constraint

Mobility does not eliminate the technical challenges associated with classified facilities.

SCIF standards cover the physical and technical protection of sensitive information. ODNI documentation also identifies requirements surrounding inspections, facility construction and modification, technical surveillance countermeasures and other security controls.

For a nationwide mobile network, the Department will therefore need to manage more than transportation and installation. It will also have to maintain security, accreditation, communications infrastructure and operational controls as facilities move between locations.

That creates a key implementation issue: the value of mobile SCIFs depends on how quickly they can be positioned and made operational while maintaining the security standards required for classified work.

The department has not publicly disclosed detailed technical specifications for the planned 50 units, including their dimensions, transport configuration, network architecture, individual capacity or deployment schedule. Those details will be important for evaluating the practical scale of the program as implementation progresses.

Partnership With Space Development Agency

The Department of War said the Secure Space Network will advance its broader Acquisition Transformation effort through an agile and iterative approach, in partnership with the Space Development Agency.

That relationship is notable because modern defense programs increasingly involve classified work spread across government organizations, traditional contractors and commercial technology companies.

Space programs are one example where companies developing sensors, communications systems, software, spacecraft components and other technologies may need to collaborate with government teams while protecting classified requirements and information.

The Secure Space Network could therefore provide infrastructure that supports a more distributed acquisition model, particularly as the Department seeks greater participation from commercial and non-traditional suppliers.

A Shift From Building Secure Space to Providing Secure Access

The broader significance of the initiative is its focus on access rather than simply construction.

Permanent SCIFs remain important for organizations with sustained classified requirements. But fixed infrastructure can be poorly suited to short-term technology demonstrations, geographically dispersed suppliers or programs whose secure requirements change over time.

A mobile network offers another layer.

Instead of requiring every potential supplier to immediately construct its own permanent classified facility, the government can establish shared secure capacity that can be positioned where it is needed.

That does not remove requirements for security clearances, classified contracts, accreditation or other eligibility conditions. It addresses one specific infrastructure barrier that can otherwise prevent capable companies from participating.

What Comes Next

The initial production effort is intended to establish a repeatable model for expanding secure infrastructure as defense and industrial requirements grow.

The Department of War has not yet publicly provided a detailed deployment map, individual unit specifications, procurement cost or complete schedule for all approximately 50 facilities in its Sept. 3 announcement. Those details will determine how quickly the network can translate into additional classified capacity for industry.

For now, the initiative represents a clear shift toward treating secure workspace as part of the defense industrial base’s enabling infrastructure.

If implemented at the scale described by the department, the Secure Space Network could give government program offices more options for engaging companies that have relevant technologies but lack permanent classified facilities. Its success will ultimately depend on deployment speed, accreditation, network integration, security compliance and the ability to place capacity close to the suppliers and programs that need it.

For the U.S. defense acquisition system, that is the central objective: make classified collaboration more geographically accessible without lowering the security standards that protect sensitive national security information.
