The United States has approved a possible $1.7 billion Aegis combat system upgrade sale for Spain’s F-100 frigates, notifying Congress through the Defense Security Cooperation Agency, with the move aimed at modernizing five Aegis-equipped warships to strengthen NATO maritime defense.

The State Department has cleared a proposed Foreign Military Sale (FMS) that would provide Spain with upgraded Aegis weapon systems and related equipment for its Álvaro de Bazán-class (F-100) frigates.

What the Sale Includes

Under the approved package, Spain seeks:
• Five Aegis Weapon System shipsets.
• Six digital signal processor sets.
• Five Mk 41 Baseline VIII vertical launching systems.
• Five next-generation surface search radar units.
• Additional gear such as satellite communications, GPS M-Code receivers, and torpedo system upgrades.
• Training, logistics support, software, and contractor services.

The sale also covers shipboard combat systems support, spare parts, munitions support gear, and technical assistance.

Strategic Context

Spain’s F-100 frigates are among the few non-US warships equipped with the Aegis combat system, originally fitted with Lockheed Martin SPY-1D radars for air and missile defense.

The modernization push follows national plans by the Spanish government and its Council of Ministers to update the frigate fleet for continued service through the mid-21st century.

US Policy Rationale

The DSCA certification to Congress noted the sale supports US foreign policy and national security goals by enhancing the defense capabilities of a NATO ally, without altering the basic military balance in the region.

Officials state the package will help Spain meet current and future threats while improving interoperability with US and allied forces, including for theater ballistic missile defense.

Implementation and Industrial Roles

If implemented, the sale would involve US government and contractor personnel conducting technical oversight, training, and maintenance support in Spain.

Principal US contractors expected to participate include Lockheed Martin, RTX Corporation, Ultra Maritime Naval Systems and Sensors, and General Dynamics.
