L3Harris Completes First Phase of P25 Transition for Florida SLERS
L3Harris successfully completed the first phase of the Project 25 (P25) transition for Florida’s Statewide Law Enforcement Radio System (SLERS), advancing the statewide upgrade of mission-critical public safety communications.
The company finished work for the Tallahassee and Pensacola region and has begun moving the rollout east and south across the state. This first phase brings Florida closer to a modern, interoperable P25 radio network capable of handling secure voice and data communications for law enforcement and emergency responders.
Transition to P25 Architecture Underway
After more than a year of preparation, L3Harris fielded newly installed P25 equipment at multiple radio sites to replace the legacy Enhanced Digital Access Communications System (EDACS). EDACS has been used historically on the SLERS network but does not offer the interoperability or scalability of the P25 standard.
Officials began the official transition in the Tallahassee/Pensacola area last August, and that region’s cutover marks the first of four planned phases. The company said planning and optimization were key to making sure the cutover ran according to schedule.
Industry Experience and Broader Context
L3Harris cited its experience with statewide communications networks in multiple states, including Wisconsin, Maine, Nevada, Oregon, Utah, and Washington, as groundwork for the Florida rollout. The firm highlighted its wider portfolio of public safety and professional communications solutions in statements accompanying the phase completion.
The P25 standard is widely adopted for land mobile radio networks used by public safety agencies across the United States. It supports encryption, enhanced interoperability, and backward compatibility with some existing P25 radios, assisting agencies during transition periods.
Collaboration With Florida Agencies
According to L3Harris, close coordination with the Florida Department of Management Services and local user agencies helped maintain progress and minimize disruption. Company leaders described ongoing dialogue with stakeholders and clear planning as central to maintaining baseline schedule milestones.
What Comes Next
L3Harris will continue the phased transition through additional regions of Florida. The remaining phases will extend the P25 architecture statewide, replacing legacy systems and enhancing interoperability and network resilience for public safety users.
