The U.S. Space Academy moved into its next planning phase Sept. 9, when Secretary of War Pete Hegseth attended the first meeting of the presidential commission established to design the proposed federal institution. NASA, War Department and Space Force Interests Converge

NASA Administrator Jared Isaacman chairs the commission. The executive order also places the Secretary of War, the White House chief of staff, the Office of Management and Budget director, the national security adviser and the Secretary of the Air Force on the commission.

Hegseth said the academy should involve the wider U.S. government, NASA and private industry in developing the nation’s space workforce. Air Force Secretary Troy Meink likewise emphasized the importance of preparing professionals for the growing partnership between NASA and the military space enterprise.

That structure matters because modern U.S. space operations increasingly cross organizational boundaries.

Military communications, missile warning, positioning and navigation, intelligence, launch services and space-domain awareness depend on technical expertise that is distributed across military services, civilian agencies, contractors and commercial space companies.

The proposed academy therefore has the potential to serve as a common training pipeline rather than simply becoming another military service school.

Executive Order Sets a 120-Day Planning Window

The Aug. 28 executive order does not establish an operating campus or specify a final academic structure. Instead, it directs the commission to develop recommendations for the president within 120 days.

That distinction is important. The United States currently has a presidential commission designing a proposed academy, not a fully established academic institution with an announced campus, admissions process or graduating class.

Space Force Workforce Needs Add Urgency

The workforce issue comes as the U.S. Space Force continues to expand its responsibilities in a contested space environment.

A July 2026 Government Accountability Office assessment found that the Space Force had 15,392 Guardian personnel in fiscal year 2025, including military and civilian personnel. GAO also found that assigned personnel represented only about 75% of the service’s documented personnel requirements, producing a 25% shortfall.

The report identified workforce planning as a continuing challenge. It found that some Space Force organizations were operating with personnel requirements that were outdated or assessed using inconsistent methods.

GAO also reported that the Space Force estimated approximately 17,100 contractor full-time equivalents supporting the service in fiscal year 2025, more than the number of Guardians in the service itself.

Those figures illustrate why an education initiative could have relevance beyond conventional undergraduate training.

The Space Force needs personnel with expertise spanning satellite operations, orbital mechanics, intelligence, cyber operations, electromagnetic warfare, acquisition, engineering, launch operations and space systems.

At the same time, the commercial space sector is producing systems and services that increasingly support national-security missions.

China and Russia Remain Central to the Strategic Context

The administration’s emphasis on space workforce development comes against a broader U.S. assessment that China and Russia are developing capabilities intended to challenge American and allied space systems.

In March, U.S. Space Command leaders told Congress that space systems underpin critical military functions including precision navigation, communications, missile warning and intelligence. The Department of War also said China had more than 1,300 active satellites, including more than 510 intelligence, surveillance and reconnaissance satellites, according to figures presented at the hearing.

The United States has previously identified Chinese and Russian counterspace capabilities as a major strategic concern, including electronic warfare, cyber operations, directed-energy systems, on-orbit capabilities and ground-launched anti-satellite weapons.

The workforce problem is therefore not simply about producing more engineers.

Future space professionals will have to operate in an environment where satellites can be disrupted, communications can be contested, spacecraft can maneuver near other satellites and cyber threats can affect ground infrastructure.

Training must consequently combine engineering knowledge with operational judgment and an understanding of military and civilian space systems.

What a Space Academy Could Add

The central question for the commission will be what capability a new academy would provide that existing universities, military schools and federal training programs do not already provide.

The executive order offers a broad starting point. It calls for technical education alongside leadership development and public service, with graduates potentially supporting NASA, the Armed Forces and other federal organizations.

A successful model would likely need to bridge several traditionally separate areas of education.

Technical Education

Space professionals require advanced knowledge in fields such as aerospace engineering, computer science, physics, robotics, communications and satellite systems.

Operational Training

Military and government space operators also need practical experience with command-and-control systems, orbital operations, space-domain awareness and contested communications.

Civil-Military Integration

The proposed academy’s NASA-led structure could provide a mechanism for students to understand both civilian exploration and national-security missions.

Leadership and Public Service

The administration has explicitly included leadership and public service in the academy’s proposed mission. That could distinguish the institution from conventional engineering universities and technical schools.

Major Decisions Still Ahead

The commission’s work will determine whether the concept becomes a new federal academy and, if so, what form it takes.

Among the most consequential decisions will be its governance structure, accreditation, physical location, curriculum, admissions requirements and potential service obligations.

Funding will also be a central issue. The executive order states that implementation is subject to applicable law and the availability of appropriations, meaning the commission’s recommendations alone would not automatically create a fully funded institution.

The possibility of service obligations is another important question. The executive order specifically directs the commission to examine whether graduates should have obligations involving the Armed Forces or civilian federal service and under what conditions those obligations would apply.

That could eventually make the academy structurally different from a conventional civilian university.

Why the Initiative Matters for U.S. Space Power

The immediate significance of the first commission meeting is not the creation of a new campus. It is the formal recognition that workforce development has become part of the broader U.S. space strategy.

The Space Force is building a relatively new military service while NASA is pursuing increasingly complex exploration missions and the commercial sector is expanding rapidly.

At the same time, potential conflicts in space would require personnel who understand both technical systems and military operations.

The GAO’s finding of a 25% Space Force personnel shortfall provides a concrete indication of the scale of the workforce challenge.

For that reason, the proposed U.S. Space Academy could eventually become more than an educational institution. Its importance will depend on whether it can produce specialized personnel at a scale and speed that existing universities and government training programs cannot match.

For now, however, the initiative remains in its design phase. The commission’s report, due within 120 days of the Aug. 28 executive order, will provide the first detailed blueprint for how Washington intends to turn the Space Academy concept into an operational federal institution.
